Alan deftly manages single family, multi-family, and retail land development projects throughout the Houston region. In addition to engineering design, master planning, and hydrologic and hydraulic analyses, he oversees project and construction management, quality control, and financial performance for each project under his purview. His 30 years of experience and specific expertise have lent themselves to active involvement with organizations in developing public policy that impacts the local community. He led critical negotiations between the City of Houston and the Texas Commission on Environmental Quality to reduce the regulatory burden on local utility districts, and helped spearhead the drafting of rules regarding submerged storm sewers. He was a member of the Tropical Storm Allison Recovery Project, and served as chair of the Houston Council of Engineering Companies Design Standards/Plan Review Committee. Additionally, Alan is a member of the Association of Water Board Directors and is on the board of directors for Harris County MUD No. 354.

Susie brings over 21 years of experience in land management and natural resource assessments, specializing in wetland restoration and creation, plant taxonomy, soil morphology, tall grass prairie restoration of disturbed landscapes, range and forest watershed management, and conservation of water resources, and wildlife. As a former Range Conservationist for the U.S.D.A. Natural Resource Conservation Commission (NRCS), she is particularly familiar with environmental and regulatory standards. Susie has developed further expertise through certified training in wetland evaluation and delineation, aquatic resource and wildlife habitat mitigation and restoration, and large ecological systems analysis. She oversees ecological services, including the supervision of field studies and assessments, data gathering and interpretation, coordinating subcontractor specialists, and preparing comprehensive reports of findings. Her 20 years of experience in environmental compliance and regulatory permitting includes with the Environmental Protection Agency- Region 6, Texas Commission on Environmental Quality, and U.S. Army Corps of Engineers (USACE). She has expertise in the USACE Clean Water Act Section 404 wetland permitting, CWA Section 401 Water Quality Certification, and the Rivers and Harbors Act Section 10. She has a diverse background in natural resource assessment, specializing in wetland delineations, wetland permitting, and the creation and mitigation of wetlands and Section 401 water quality plans. Susie has a thorough knowledge of environmental and wetland regulations, particularly the Clean Water Section 404, allowing her to successfully coordinate large-scale, multi-task projects. Susie has conducted over 1500 USACE approved actions and provided evaluation and permitting services for clientele in five (5) USACE Districts, New Orleans, Mobile, Galveston, Ft. Worth, and Albuquerque, the U.S. Coast Guard Eighth District stationed in New Orleans which manages the upper Texas Coast, and the EPA.

Additionally, Jeff has significant experience in construction management and administration, inspection, scheduling, and field engineering. Jeff gives back to his community by serving as chairman of Fort Bend Charities, and on the boards of the 36 A Coalition, Fort Bend County Economic Development Council, and Central Fort Bend County Chamber. John draws from over 35 years of design experience in land development, predominantly in the Austin area, therefore he is very familiar with the design criteria of cities and counties in the central Texas region. Dan’s 33 years of experience includes schematic and PS&E development for interstate highway; major and minor bridge design including exotic and direct connectors; highway/roadway design; and, traffic control and retaining wall design. For TxDOT, he has served as project manager on more than 200 projects ranging from major freeway reconstruction to on-and off-system bridge replacements and rehabilitations. Dan’s favorite projects include multi-level interchange, exotic bridge, and direct connector design projects, with a large portion of his career focused on rehabilitating and retrofitting major highway bridges to withstand seismic events. Dan has designed more than 150 rural county bridge projects as part of a federal bridge replacement program to increase safety of the traveling public and make structures safe for years to come.

Sean’s experience includes program management, roadway design, design-build procurement, schematic development, and obtaining environmental approvals for transportation projects. Most recently, Sean worked with Hays County as a General Engineering Consultant for their Road Bond Program and with Caldwell and Williamson Counties on the SH 142, Corridor E5, and Anderson Mill Road schematic and environmental studies. Sean is active in the Texas Society of Professional Engineers Travis County Chapter and is currently the Planning Chair for their Engineers Week Banquet. Sean will also serve as the Austin/San Antonio Manager for LJA Program Management. Sean has always called Austin home and graduated from The University of Texas – Austin in 2002. He is exceptionally adept at managing design teams for complex projects and has proven leadership ability in planning, design, and construction. Keeping projects on track and on budget, he is also experienced in coordinating and obtaining permits with federal, state, and local entities. While working as director at CSX Intermodal Terminal Development and Environmental Affairs, he provided oversight of team members in planning, sizing, designing, and constructing intermodal terminals. This unique perspective allows Mike to see a project from both the owner’s and engineer’s perspectives. His responsibilities include client relations, city and county interaction, attending monthly board meetings, infrastructure design, and mentoring of staff. Jimmy's experience includes analysis and design of water and wastewater infrastructure, including sanitary sewer collection systems, water distribution systems, sanitary lift stations, groundwater treatment plants/booster pump stations with elevated storage, and wastewater treatment plant improvements, with a strong focus on the rehabilitation and expansion of existing infrastructure of developed and still developing MUDs and Cities. As part of these infrastructure improvement projects, Jimmy's duties also stretch into construction administration including holding pre-bid meetings, bid opening meetings, pre-construction meetings, as well as performing pay estimate and change order review and approval, addressing requests for information (RFIs), and attending monthly status meetings. He has extensive experience as District Engineer for numerous MUDs and WCIDs. Jimmy has aided Districts in the election of bond funds into place for future capital improvement projects, prepared multiple Texas Commission on Environmental Quality (TCEQ) bond issues, prorated surplus funds and change of scope requests (bond issues), coordinated with surveyor for District boundary map and metes and bounds update (annexations), coordinated with Attorneys for COH submittal (annexations), developed long term capital project and maintenance plans, performed water plant and wastewater treatment plant (WWTP) capacity and line capacity analysis and planning, and developed and analyzed payment in lieu of taxes (capital contribution) calculations. He has served the public in pivotal ways as the past president for both the Texas Floodplain Management Association and the American Water Resources Association, and was a key member managing the Tropical Storm Allison Recovery Project for the Harris County Flood Control District. He is active in the development of policy and criteria for drainage and flood control at the local, state, and national levels. John has authored more than 30 publications and given presentations relating to extreme rainfall events, floodplain management, and GIS. John teaches basic and advanced floodplain management workshops alongside FEMA and TWDB personnel. He is regarded as an expert in his field and has been an adjunct faculty member at Rice University, lecturer at the University of Houston, and a longtime member of SMU’s Civil and Environmental Engineering Board. As a senior structural engineer in our Transportation division, Kriton utilizes over 18 years’ experience designing bridges including on and off-system bridges, pedestrian and light rail bridges, bridge widenings, viaducts, and multi-level interchanges, nationally and globally. He has designed bridges utilizing reinforced, prestressed, and post-tensioned concrete, as well as straight and curved steel plate girder, and trapezoidal box girder units and has been involved with construction phase services on a twin balanced cantilever bridge. Other structures designed include cantilever/MSE/drilled shaft/sheet pile retaining walls, water and wastewater structures, tunnels and subway stations, boat docks, and post-tensioned tennis courts. His father is an electrical engineer, therefore Kriton’s path into engineering was a natural fit. Structural engineering allows him to see how his many successful projects are used by the public on a daily basis, which gives him a great deal of satisfaction for a job well done.

Todd Thurber, PE, has nearly three decades of transportation project experience in the Houston region and throughout the state. Areas of expertise include planning, development, and design for expansion and reconstruction of freeway corridors traversing and linking urban centers in Texas. His experience encompasses new corridor development, highway rehabilitation and expansions, complex urban interchanges, feasibility studies, toll feasibility and tolling operations, transit projects including HOV and HOT lanes, and traffic studies for TxDOT, Harris County Toll Road Authority, Fort Bend County Toll Road Authority, Houston METRO, and the Grand Parkway Association. As project manager on the planning and final design of urban freeways/direct connect interchanges, he has completed over $1B worth of projects. He continues to promote improved mobility in our region by volunteering his expertise to ACEC Houston on the Public Affairs Committee and as subcommittee chair for the joint ACEC/TxDOT/HGAC Planning Process Workshop, and the Fort Bend Chamber of Commerce, where he was a board member and chair of the Infrastructure Division. He has been recognized for his efforts, being selected as 1998’s SAME Young Engineer of the Year and the 2015 ASCE Texas Section Citizen Engineer Award. He is also active in the community with organizations such as the ARC of Fort Bend County.
